NEW PIPA/KNOWLEDGE NETWORKS POLL SHOWS GROWING READINESS TO DISAGREE WITH THE PRESIDENT ON IRAQ

KN panel allows high-quality tracking of public opinion

Menlo Park, CA - January 31, 2003: Using the nationwide Knowledge Networks panel – the only Internet panel based on a representative RDD sample of the U.S. – the Program on International Policy Attitudes (PIPA) is closely monitoring shifts in public opinion concerning the Bush Administration's policies on Iraq. The newest study – conducted shortly before the 2003 State of the Union address – shows growing support for continuing U.N. inspections rather than moving toward war.

KN has conducted three Iraq-related studies for PIPA in the past four months; in the latest, 1,063 U.S. adults provided their candid opinions and concerns between January 21st and 26th . The margin of error for the new survey is +/- 3%. The new study shows that 63% of panel members would disagree if the President decided to take military action without authorization from the U.N. Security Council. In the earlier PIPA/KN surveys, that figure stood at 55% (in November) and 43% (in September). In addition, the proportion of those who would support the President if he did declare war has fallen 10 percentage points since November – from 70% to 60%. Steven Kull, Director of PIPA, commented, "What is striking here is that the poll posed the issue as a debate between President Bush and other members of the Security Council; but only 31% took the President's side, while 66% sided with the other members calling for continuing inspections."
